What software (for example Dream Weaver) is the best to use to build a website that will run the same in all browsers? About how much would it cost? Where can I get it?

Its already on your OS its called a text editor e.g. Notepad will do the trick....Good old notepad ;) if you want a wysiwyg editor i would go Dreamweaver cs4 (latest version)
